Software
The sources of most public domain software for RSX are the old DECUS RSX SIG tapes. At the U.S. DECUS semi-annual Symposia, users would bring their own contributions for the Symposium SIG Tape. Those contributions would be winnowed, sorted, and collated into a coherent whole by the SIG Tape Copy Coordinator. From that collection, a tape would be made and distributed. Well, all the SIG tapes went by the wayside with the RSX SIG, and now it's almost impossible to find the SIG tapes at all. Someday it would be nice to have all that available, but in the meantime ...
